Hand flags are a volume product — orders are typically in the thousands for a single event date, which makes the delivery deadline the critical constraint rather than the specification.
Lightweight fabric is used deliberately so the flag waves easily in the hand rather than hanging limp, and the staff is fixed so it will not pull free during use.
